The Honourable Minister of Women Affairs, Hajiya Imaan Sulaiman-Ibrahim, FSI, has reaffirmed the Federal Government’s renewed commitment to restoring dignity, advancing justice, and empowering millions of widows across Nigeria.
Speaking at a commemorative event held in Abuja on Sunday, June 22, 2025, in collaboration with Helpline Social Support Initiative and other key stakeholders, the Minister addressed the theme: “Empowering Widows: Building Resilience and Restoring Dignity.” The event brought together voices from government, civil society, and the widow community in a united call for action.
In a statement signed by her Special Adviser on Media and Publicity, Jonathan Eze, the Minister described the event as far more than symbolic. “It is a collective moral and national duty,” she said, “a call to justice and compassion for Nigerian widows whose pain is often endured in silence.”
“A widow’s cry may echo through silent nights, but her spirit remains unbroken,” the Minister declared. “She is not weak—she is the embodiment of resilience. To uplift her is to awaken our national conscience.”
She emphasized that supporting widows is not an act of charity but a matter of justice and obligation. The Minister highlighted the many injustices that Nigerian widows face—including dispossession, harmful traditional rites, economic exclusion, and societal neglect—all of which deepen their grief and threaten the wellbeing of their families and communities.
According to data from the National Bureau of Statistics, Nigeria is home to over 15 million widows. Hajiya Imaan applauded their resilience and their pivotal roles in sustaining informal economies, raising orphaned children, and supporting extended family networks. Yet, she decried their continued exclusion from national development conversations.
“This must change—and under President Bola Ahmed Tinubu’s Renewed Hope Agenda, it is changing,” she stated.
Under this renewed vision, the Ministry is transforming the narrative of widowhood—from one of vulnerability to one of strength. According to the Minister, the government is going beyond advocacy, shaping inclusive policies, and creating sustainable systems of care, support, and empowerment.
Central to this effort is the enforcement of the Violence Against Persons (Prohibition) Act, 2015, which she described as a powerful legal tool in protecting widows from abuse and degrading practices.
“No culture or tradition should ever serve as a veil for injustice,” she said. “Those who strip widows of property, dignity, or safety must face the full force of the law. The VAPP Act is not just legislation—it is a promise, a shield, and a path to justice.”
She unveiled a suite of impactful interventions under the Ministry’s Renewed Hope Social Impact Programmes, including:

Clean Cooking for Rural Women Initiative – Distributing energy-efficient stoves and LPG to enhance health and productivity.

WAVE Project (Women, Agriculture, Value-Chain, and Empowerment) – Providing widows and women farmers with access to land, tools, training, and markets.

Financial Inclusion Drives – Partnering with banks and fintechs to boost access to finance.

Free Health Insurance – Offering one-year NHIS coverage for widows.

Digital Integration – Enrolling widows in the National Identity Scheme and onboarding them onto the Happy Woman App, a digital empowerment platform.
During the event, 250 widows received ₦20,000 each to support or grow small businesses. Premium Trust Bank opened accounts for the women, who were also enrolled into NHIS and registered for digital empowerment tools.
“These are not mere handouts,” the Minister said. “They are strategic investments in agency, autonomy, and opportunity. When widows are empowered, they uplift families, stabilize homes, and drive societal growth.”
Recognizing the importance of education, the Minister urged widows to pursue adult literacy and numeracy programmes, reiterating that no Nigerian should be denied the dignity of basic education.
She also drew attention to the critical role widows play in maintaining family cohesion. As sole caregivers, they often serve as the moral and economic anchors of households. Supporting them, she said, is an investment in intergenerational stability, national healing, and youth development.
In a powerful call to action, Hajiya Imaan urged:

State governments to fully implement the VAPP Act and similar protective laws.

Traditional and faith leaders to abandon harmful widowhood practices.

Private sector players to invest in inclusive economic and health solutions.

All Nigerians to show compassion, reject stigma, and support widows in their communities.
“To every widow in Nigeria—your strength is our strength. You are not invisible. You are not alone,” she said, in a stirring conclusion. “Let sorrow fall away like dust. Let shame be cast aside. Rise strong, proud, unshaken. In your dignity lies the rebirth of our nation.”
The Minister closed by assuring widows that the Federal Ministry of Women Affairs stands with them—not only on International Widows Day, but every day.
“We will continue to advocate, legislate, and act—to protect your rights, uplift your lives, and honour your strength,” she pledged.
