New States, Local Government Independence, Gender Reforms on Senate Radar in Constitution Storm
The Senate Committee on the Review of the 1999 Constitution has announced plans to assess 31 proposals for the creation of new states as part of a wider constitutional amendment process aimed at reshaping Nigeria’s governance framework.....KINDLY READ THE FULL STORY HERE▶
Committee chairman and Deputy Senate President, Senator Barau Jibrin, revealed that these proposals will be deliberated during a two-day zonal public hearing scheduled for July 4 and 5, 2025.
The hearings will be held concurrently across Nigeria’s six geopolitical zones—in Lagos (South-West), Enugu (South-East), Ikot Ekpene (South-South), Jos (North-Central), Maiduguri (North-East), and Kano (North-West).
According to a statement issued on Sunday by Ismail Mudashir, Special Adviser on Media and Publicity to Senator Barau, the committee is committed to engaging Nigerians on wide-ranging constitutional reforms.
Mudashir disclosed the regional breakdown of state creation requests: five each from the South-West, South-South, and North-Central zones; seven from the North-East; six from the North-West; and three from the South-East.
Beyond state creation, the hearings will cover critical national issues, including:
-
Local government autonomy: A bill seeks to constitutionally recognize local councils as a third tier of government with guaranteed tenure.
-
Electoral reform: Another proposal advocates for the establishment of an independent National Local Government Electoral Commission (NALGEC) to oversee local government elections.
-
Security reform: Two bills propose the creation of state police and a State Security Council to enhance internal security coordination at the state level.
-
Fiscal accountability: Six fiscal reform bills will be reviewed, including one to empower the Revenue Mobilization, Allocation, and Fiscal Commission to enforce remittance compliance and streamline the revenue allocation process.
-
Another bill proposes to mandate specific timelines within which the president or state governors must submit their annual budget proposals to the legislature.
Additionally, the committee will consider a gender equity bill to reserve additional legislative seats for women in both the National Assembly and State Houses of Assembly, as part of broader efforts to promote inclusive governance.
