Fake Degree Drama Intensifies – Benin Republic Under Fire as Togo Gets Clean Slate

This development emerged during a resumed investigative hearing by the House Committee on Public Petitions, which has now shifted its focus to the Republic of Benin. Lawmakers suspect that a well-organized syndicate operating in Benin is behind a widespread certificate forgery network.
Chairman of the committee, Hon. Bitrus Laori, made the revelation on Friday in Abuja, following a petition filed by Sovereign Legal Practitioners on behalf of concerned education stakeholders. The petition had challenged a 2024 directive by the Federal Ministry of Education, which had implicated both Togo and Benin in academic fraud.
Laori explained that the Ministry of Foreign Affairs conducted diplomatic investigations that found no wrongdoing on the part of Togo and reaffirmed the integrity of its academic institutions.
“The Republic of Togo has been cleared by the Ministry of Foreign Affairs,” Laori stated. “The issue now lies solely with the Republic of Benin.”
The committee has now fixed a fresh hearing for Thursday, July 10, 2025, to further investigate the Benin Republic’s alleged role in the scandal. Friday’s hearing was adjourned due to the absence of legal representatives for the petitioners.
Additionally, the committee issued a fresh summons to the Federal Ministry of Education, requesting clarification on its 2024 policy that mandates pre-qualification examinations for foreign-trained graduates—a move currently affecting hundreds of Nigerians who studied in Benin.
“This matter is adjourned to July 10,” Laori said. “We are also summoning the Federal Ministry of Education to explain the rationale behind the pre-qualification exams imposed on graduates from the Republic of Benin.”
The investigation gained traction after a 2024 undercover report by a Nigerian journalist exposed a booming black market for academic certificates in Benin Republic. The exposé sparked public outrage and triggered swift intervention from the federal government.
