World Bank Unleashes $40 Million Safety Net for Struggling Nigerians Amid Economic Crisis

According to Sunday PUNCH, the initiative—approved on September 26, 2024—includes a $500 million credit from the International Development Association (IDA) and a $70.01 million grant from the Global Financing Facility.

Titled Human Capital Opportunities for Prosperity and Equality – Health Programme-for-Results (HOPE-Health-PforR), the programme will run until June 30, 2029.

A World Bank document reviewed by Sunday PUNCH revealed that the $40 million is tied to Disbursement Linked Indicator 3 (DLI 3), which aims to increase financial protection for Nigeria’s poor through health insurance and related initiatives.

DLI 3, under Result Area 2 of the programme, is based on a performance-driven model. Funds will only be released to the Federal Government—and subsequently to eligible states—after meeting specific, verified targets.

Result Area 2, which focuses on improving access to essential services, has a total funding of $272.5 million, comprising $239 million from IDA and $33.5 million in grants.

The World Bank emphasized that disbursements under DLI 3 are both time-bound and scalable, meaning funding depends on timely and measurable progress.

The overall goal of the HOPE-Health-PforR programme is to enhance access to quality healthcare, build system resilience, and ensure equitable service delivery. It also seeks to strengthen maternal and child health, boost digital health infrastructure, and promote reforms at both federal and state levels.

The programme includes a technical assistance component—funded through Investment Project Financing—to build institutional capacity in key agencies like the National Primary Health Care Development Agency and the National Health Insurance Authority.

Beyond financial protection, the programme supports the deployment of public health fellows across Nigeria’s 774 Local Government Areas, implementation of digital health platforms, and scaling up maternal health innovations, particularly in underserved and climate-vulnerable states.

The project adopts a Sector-Wide Approach, aligning efforts by development partners and national stakeholders under a unified implementation framework.

Given Nigeria’s heavy reliance on out-of-pocket healthcare spending, the $40 million is considered a crucial intervention to reduce the financial burden on low-income populations.

However, disbursement will depend on the government’s ability to meet enrolment targets and demonstrate real progress in shielding vulnerable Nigerians from catastrophic health costs.

The World Bank’s Africa’s Pulse report (April 2025) warns that poverty in Nigeria could rise by 3.6 percentage points by 2027, especially in resource-rich but fragile nations like Nigeria and the Democratic Republic of Congo.

He alleged that the move was targeted at dragging Saraki into a case in which, according to him, legal authorities had previously found no evidence linking him to the incident.

The party insisted that suspects in the case had already been prosecuted and convicted, with judgments upheld at appellate levels, while the matter is currently before the Supreme Court.

PDP urged Governor Abdulrahman Abdulrazaq to focus on governance rather than what it described as attempts to revive old political narratives.

reports that Showunmi made the announcement during a courtesy visit to the Inter-Party Advisory Council (IPAC) secretariat in Abeokuta on Friday.

He called for a broad political coalition involving opposition parties and grassroots groups to challenge what he described as the failures of dominant political forces in the state.

Showunmi argued that political parties may choose or endorse candidates, but insisted such arrangements must not deny voters a genuine electoral choice.
