The announcement was made on Thursday in a statement issued by the governor’s media aide, Dauda Iliya, who noted that Zulum also commuted some death sentences to life imprisonment and reduced the jail terms of other inmates.

Governor Zulum said the decision was based on recommendations from the Advisory Committee on the Prerogative of Mercy, reaffirming his administration’s dedication to the rehabilitation and support of inmates.

“By the powers vested in me under Section 212 of the Constitution of the Federal Republic of Nigeria (as amended), and in line with recommendations from the Advisory Committee on the Prerogative of Mercy, I hereby approve full and partial pardons for 66 inmates at the Maximum Custodial Centre,” Zulum stated.

He added:

“To mark Democracy Day, I have also commuted death penalties to life imprisonment and reduced the sentences of others.”

The governor also unveiled plans to upgrade the facility’s vocational training centre, incorporating literacy, numeracy, and digital skills programs to better equip inmates for reintegration into society.

He urged beneficiaries of the pardon to embrace positive behaviour and shun actions that could undermine peace and progress in the state.

In response, Ahmed Bawa, Controller of the Borno State Correctional Service, commended Governor Zulum’s consistent support, describing the gesture as groundbreaking and exemplary.

He said the initiative is part of efforts to strengthen climate resilience, tackle environmental degradation, and promote sustainable land use in the state.

Speaking at the ACReSAL mid-term review meeting in Kaduna through the Commissioner for Environment and Natural Resources, Abubakar Buba, the governor explained that the use of geospatial tools has made it possible to accurately identify affected areas for targeted intervention.

Tinubu Signs ₦68.32trn 2026 Budget, Extends 2025 Spending Plan To June.

President Tinubu has given full backing for the implementation of the ₦68.32 trillion 2026 budget after signing the Appropriation Bill passed by the National Assembly into law.....KINDLY READ THE FULL STORY HERE▶

He also approved an amendment extending the lifespan of the 2025 budget from March 31 to June 30, 2026, to ensure completion of ongoing capital projects nationwide.

Under the 2026 fiscal plan, ₦4.799 trillion is set aside for statutory transfers, ₦15.8 trillion for debt servicing, ₦15.4 trillion for recurrent spending, while ₦32.2 trillion goes to capital projects—about half of the total budget.

The focus, according to the administration, is on infrastructure development, security, and growth-driven investments aimed at improving living standards.
