Power and Billions: Rivers Administrator Ibas Stuns House with ₦1.48 Trillion Budget Pitch

The budget, designed to revamp infrastructure, enhance social services, and promote inclusive development, comes at a time when the oil-rich state remains under a state of emergency.
During the presentation at the National Assembly in Abuja, Ibas expressed frustration over the lack of cooperation from suspended state officials, noting that their refusal to share crucial information had hampered comprehensive and transparent fiscal planning.
The proposed appropriation—endorsed by the Presidency and currently awaiting a Supreme Court decision on its legality—includes a projected revenue of ₦1.4 trillion. It aligns with the strategic goals outlined in the Rivers State Development Plan 2017–2027.
“We in Rivers State deeply appreciate your unwavering support,” Ibas told the House Committee.
“Unfortunately, certain suspended officials failed to provide key data needed to accurately account for spending already made in the first quarter of this fiscal year.”
Despite these setbacks, Ibas said the budget was revised to legitimize past expenditures and ensure conformity with national budgetary standards. He pledged full transparency and fiscal accountability.
Key allocations in the Rivers 2025 budget include:

₦324.5 billion for infrastructure and transportation

₦55 billion for the relocation and expansion of the Rivers State University Teaching Hospital

₦50 billion for zonal hospital upgrades

₦38.85 billion for shoreline protection and erosion control

₦30 billion for zonal secondary school development

₦5.75 billion for rehabilitation of primary schools
