Warri Leadership Dispute: HURIWA Demands End to Historical, Legal Distortions

In a statement signed by National Coordinator Emmanuel Onwubiko and shared with PUNCH Online on Saturday, HURIWA urged authorities and stakeholders to uphold the legal autonomy of the Ijaw traditional institutions within Warri and across Delta State.
Referencing various legal documents—including the Western Region Laws No. 177 of 1955, the 1957 Chiefs Law, the 1979 Bendel State Traditional Rulers Edict, and the Delta State Traditional Rulers Law of 2006—HURIWA asserted that these laws recognize the Olu of Warri’s authority solely over Itsekiri lands. The Ijaw kingdoms of Gbaramatu, Egbeoma, Isaba, and Ogbe-Ijoh, the group stated, remain autonomous under their respective traditional rulers.
Citing the 2006 Delta State laws and a 2023 Court of Appeal judgment (Appeal No. CA/AS/441/2016), the group emphasized that the Warri metropolis is comprised of four distinct clans: Itsekiri (Olu), Okere-Urhobo (Orosuen), Agbassa (Ovie), and Ogbe-Ijoh (Amaokosu), each maintaining independent traditional authority.
“The court judgment reinforces what the law has always stated: that each clan within Warri metropolis retains its traditional autonomy under its respective leadership,” HURIWA said.
The rights group reaffirmed support for the Ijaw people’s right to self-determination, describing their kingdoms as sovereign entities with distinct cultural and religious identities. It urged mutual respect for legal boundaries and traditional jurisdictions.
HURIWA also appealed to the Delta State Government, the National Council of Traditional Rulers, and security agencies to protect these established legal rights and prevent encroachments.
The statement concluded with a call for peaceful coexistence, legal clarity, and ongoing respect for indigenous cultures and traditional systems.
“We stand with the Indigenous People of Ijaw in Delta State in their call for mutual respect, legal clarity, and the upholding of traditional boundaries,” the group stated.
