ACEIP Supports $600bn Annual Upstream Oil Investment to Ensure Africa’s Energy Security

This support follows a statement made by Gbenga Komolafe, the Executive Director of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), at the 2025 Africa Energies Summit in London. Komolafe highlighted that Nigeria is well-positioned to secure part of the projected $600 billion in investments to help grow Africa’s oil sector.

In response, ACEIP warned against assuming that Africa can leapfrog directly into renewable energy without first addressing the continent’s foundational energy access challenges. ACEIP’s Executive Director, Dr. Amaka Ezeanochie, stated that Komolafe’s call for $600 billion is not an exaggeration but a necessary figure if Africa is to meet its growing energy needs.

ACEIP stressed that Africa is currently the least electrified continent and emphasized that African nations have a right to utilize all available resources, including oil and gas, to meet their development goals. The organization also referred to the projections by BP and the International Energy Forum, which anticipate a significant rise in Africa’s energy demand by 2040.

The statement also acknowledged Nigeria’s proven oil and gas reserves, including over 210 trillion cubic feet of gas and 37 billion barrels of oil, noting that with proper investment, these resources could become key drivers for industrial growth, job creation, and regional energy integration.

ACEIP praised Nigeria’s implementation of the Petroleum Industry Act (PIA), highlighting how it has increased investor confidence and led to a growth in Nigeria’s rig count from eight to over 36 between 2021 and 2025. ACEIP concluded that the reforms under the PIA are setting a positive example for other African nations with resource-rich economies to follow.

According to Nivo News, the move has sparked tension between the governor and his predecessor, Umar Tanko Al-Makura, who faulted the decision, describing it as premature and not properly consulted within party structures.

Al-Makura, a prominent figure in the state’s political landscape, expressed displeasure that he only became aware of the endorsement through media reports. He argued that the decision should have involved wider consultation, warning that such early endorsements could undermine internal party processes.

The response follows an earlier clarification from CAN, which denied issuing any invitation to the Sultan and stated that the document circulating in public was not from the association.
