Namibian Minister Resigns After Arrest Over Kidnapping, Rape Allegations

The Namibia Broadcasting Corporation (NBC) reported the development on Sunday, quoting the Press Secretary at the Presidency, Alfredo Hengari.
Hengari, who was appointed by President Netumbo Nandi-Ndaitwah on March 22, was detained alongside another individual on Saturday, according to the NBC report.
Police Inspector General, Lieutenant General Joseph Shikongo, stated that Hengari would formally be charged later on Sunday, with a court appearance scheduled for Monday. Although Shikongo withheld detailed reasons for the arrest, he confirmed that the former minister faces 11 charges, including kidnapping, rape, and assault.
NBC revealed that the arrest followed allegations that Hengari attempted to bribe a victim to withdraw a case involving multiple incidents of sexual misconduct with a minor, spanning from 2019 to September 2024.
Shikongo emphasized that the police had “no option” but to detain Hengari given the seriousness of the case. He also confirmed that the individual arrested alongside Hengari is closely related to the alleged victim.
Hengari’s resignation marks one of the rare instances in Namibia where a cabinet minister has stepped down following arrest. It draws parallels to the 2019 resignations of former ministers Sacky Shanghala and Bernhard Esau, who were embroiled in the high-profile “Fishrot” corruption scandal involving bribery and money laundering in the fishing sector.
