FG Warns Retirees: Clear Housing Loans or Forfeit Your Homes

This development was contained in a recent memo from the Permanent Secretary of the Career Welfare Office, Patience Oyekunle. The memo, which was reviewed on Sunday, emphasized the need for all retiring civil servants to comply with the provisions of the Public Service Rules.
Specifically, it referenced PSR 021002(p), which mandates that all public servants secure a Certificate of Non-Indebtedness from the Federal Government Staff Housing Loan Board (FGSHLB) and from any multipurpose cooperative society associated with their ministry, department, or agency before retirement.
The directive further warns that should any public servant retire with unpaid loans, the FGSHLB reserves the right to confiscate the property used as collateral for the loan.
“All ministries, departments, and agencies are instructed to ensure full compliance with PSR 021002(p) upon staff exit,” the memo stated.
The rule also plays a critical role in pension processing. It requires the letter of indebtedness as a prerequisite for retirees to access their entitlements from the National Pension Commission (PENCOM).
This enforcement is aimed at improving financial accountability within the civil service and ensuring that government-backed housing loans are fully recovered.
