House of Reps’ Rivers Crisis Committee Still in Limbo Without Clear Mandate
The ad-hoc committee established by the House of Representatives to oversee governance in Rivers State during the ongoing state of emergency has yet to receive definitive instructions on its role and responsibilities. The committee was constituted following President Bola Ahmed Tinubu’s declaration of a state of emergency in Rivers State, which resulted in the suspension of Governor Siminalayi Fubara and the state’s legislative assembly. A caretaker government led by Rear Admiral Ibok-Ete Ekwe Ibas (retired) has since been installed.
Despite the urgency of the situation, members of the newly inaugurated committee have expressed concern over the absence of a clear mandate. Representative Patrick Umoh, who serves the Ikot Ekpene/Essien Udim/Obot Akara Federal Constituency, noted in an interview that members were still awaiting detailed guidelines. “We hope clarifications will be provided in due course,” he said.
Another committee member, speaking anonymously, described the inaugural meeting as largely ceremonial, aimed at fostering rapport among members rather than delving into substantive issues.
During the inauguration, Speaker Abbas reiterated the temporary nature of the current administration in Rivers State and emphasized the constitutional requirement under Section 11(4) for the caretaker leadership to report to the National Assembly. He stressed the committee’s role in ensuring that federal directives are upheld and that the caretaker government operates within constitutional boundaries.
“The task before this committee is not ordinary,” Abbas stated. “It is a mission of national importance that will test our commitment to democratic governance.”
In response, Committee Chairman Prof. Julius Ihonvbere assured the National Assembly of their readiness to approach the assignment with neutrality and diligence. “With the calibre of this committee and our collective resolve, we will not fail the National Assembly or the Nigerian people,” Ihonvbere declared.
Other notable members of the committee include Ali Isah (Deputy Chairman), Idris Wase, Muktar Betara, Sada Soli, Iduma Igariwey, Shehu Rijau, Wole Oke, Akarachi Amadi, Patrick Umoh, Isa Anka, and Chris Nkwonta. However, Southwest representative James Faleke was notably absent during the inauguration.
The committee’s work is expected to be pivotal in maintaining constitutional order and preparing the state for a return to full democratic governance. However, its effectiveness remains in question until it receives formal direction on how to proceed.
