FG Boosts Refining Capacity with 47 New Licenses in One Year – NMDPRA
The Federal Government of Nigeria has made significant strides in boosting domestic petroleum refining capacity, issuing a total of 77 licenses within a year. Speaking during the sixth edition of the “Meet-the-Press” session in Abuja on Tuesday, NMDPRA Chief Executive Officer, Farouk Ahmed, revealed that the 47 LTEs alone could account for nearly 1.75 million barrels per day (bpd), while the LTCs would potentially add another 1.23 million bpd.
Currently, only four facilities hold valid LTCs and maintain a consistent output of 27,000 bpd. Among the standout projects is the Dangote Petroleum Refinery with a capacity of 650,000 bpd — the largest in the country. Others include AIPCC Energy’s 30,000 bpd refinery and Waltersmith’s upcoming 5,000 bpd second train.
Ahmed provided an overview of the current refining landscape, which includes six operational private refineries and four government-owned ones. Combined, they produce approximately 1.12 million bpd. Private plants contribute 679,500 bpd, with the Dangote refinery accounting for the bulk of that output.
Operational modular refineries include Aradel (11,000 bpd), OPAC (10,000 bpd), Waltersmith (5,000 bpd), Duport Midstream Limited (2,500 bpd), and Edo Refining and Petrochemicals Company Limited (1,000 bpd).
On the public side, the Nigerian National Petroleum Company Limited (NNPC) operates refineries in Port Harcourt (150,000 bpd), Warri (125,000 bpd), Kaduna (110,000 bpd), and the old Port Harcourt plant (60,000 bpd), collectively contributing an additional 445,000 bpd.
Ahmed emphasized that these developments reflect the government’s commitment to reducing the nation’s reliance on imported refined products and enhancing energy security. He added that the NMDPRA remains focused on further expanding local refining capacity, which will ultimately stimulate job creation and economic development.
The Authority also disclosed recent approvals for modular refineries in Edo, Delta, and Abia States, expected to collectively deliver an additional 140,000 bpd upon completion.
