NBA to Rivers Govt: N300m Was a Gift, Not Payment for Hosting Rights

The Nigerian Bar Association (NBA) has formally responded to the Rivers State Sole Administrator, Ibok-Ete Ibas, over his demand for the refund of ₦300 million previously paid by the state to support the hosting of the 2025 Annual General Conference (AGC) in Port Harcourt.....KINDLY READ THE FULL STORY HERE▶

In a statement released on Monday via the NBA’s official X (formerly Twitter) account, Emeka Obegolu, the Chairman of the 2025 AGC Planning Committee and a Senior Advocate of Nigeria, clarified that the funds in question were not tied to any hosting rights or contractual agreement.

Obegolu emphasized that the NBA does not commercialize the right to host its conferences, noting that Port Harcourt was selected as the 2025 host city as early as August 2024 without any bidding process. He further stated that the decision was made independent of any financial commitments.

“The sum contributed by the Rivers State Government, under the then-suspended Governor Siminalayi Fubara, was purely a donation—an unconditional gift, not in exchange for hosting rights,” Obegolu asserted.

He added that it is customary for the NBA to seek voluntary support from government agencies, institutions, and private bodies to offset the high cost of organizing the AGC, and such support is never tied to any form of exclusive benefit or entitlement.

This clarification comes on the heels of the NBA’s recent announcement that the 2025 AGC would no longer be held in Port Harcourt but in Enugu, citing the ongoing emergency situation in Rivers State.

Reacting to this development, Administrator Ibas had earlier called on the NBA to refund the ₦300 million paid by the Rivers government and warned the association against taking actions that could exacerbate tensions in the state.
