Edo Private School Owners Protest Tax Hike, Warn of 300,000 Job Losses

The Coalition of Associations of Private Schools (CAPS) voiced their grievances during a peaceful protest held on Friday, April 11, 2025. The coalition’s chairman, Dr. Ohis-Olakhe Emmanuel, criticized the tax increment as excessively harsh and detrimental to the sustainability of the education sector.
According to Emmanuel, the implications of the tax hike go beyond teachers’ livelihoods, potentially affecting vendors and service providers who depend on the education ecosystem. He emphasized that private schools are critical partners in delivering education and are significant employers in the state.
Protesters converged on the Edo State Ministry of Education, brandishing placards and banners to demand the reversal of what they described as a 200 to 4000 percent increase in taxation targeting school proprietors.
The coalition claims it has attempted to resolve the matter through dialogue without success, leading to the public demonstration. Emmanuel further criticized the new tax assessment method, which uses a flat rate of ₦30,000 to ₦35,000 per student, regardless of the school’s tuition fees or operational expenses.
CAPS Secretary, Dr. Austin Igbasan, noted that the steep increase could trigger widespread school closures, job losses, and a surge in the population of out-of-school children, particularly among low-income families unable to afford tuition hikes.
Mr. Oladele Ogundele, Secretary of the Association for Formidable Educational Development (AFED), also spoke out, calling for a unified and fair tax system. He condemned the multiple taxes levied on school owners, including personal income tax, PAYE, renewal fees, health and environmental levies, signage costs, and tenement rates.
He argued that education, being a social service, should be supported rather than burdened with excessive levies, citing the Nigerian Constitution and the Universal Basic Education Act which advocate for free and compulsory education.
In response, Edo State Commissioner for Education, Mr. Paddy Iyamu, addressed the protesters and assured them that their concerns would be addressed. He affirmed the government’s commitment to creating a conducive environment for private schools and promised that the matter would be reviewed with the state’s Internal Revenue Service.
Iyamu emphasized that while taxation is essential for governance and development, the government does not intend to stifle private education. He also warned that schools failing to meet required standards must urgently make improvements, as the government plans to enforce compliance more strictly.
