NNPCL Shake-up Looms: Major Restructuring Under New CEO Bayo Ojulari
Major changes are expected at the Nigerian National Petroleum Company Limited (NNPCL) and its subsidiaries, following the appointment of Engineer Bayo Ojulari as the new Group Chief Executive Officer. Sources within the company suggest that the restructuring will affect all sectors, including Upstream, Gas and Power, New Energy, Downstream, and Non-Energy businesses. The goal is to realign NNPCL’s operations with national objectives and enhance efficiency within Nigeria’s oil and gas sector.
The restructuring is expected to address critical performance gaps and place “round pegs in round holes,” ensuring that leadership is results-driven. Subsidiaries likely to be impacted include NNPC E&P Limited, NNPC Gas & Power, NNPC Retail, and several others.
Industry experts have already begun to propose reform agendas for the new NNPCL leadership. Prof. Wumi Iledare, Executive Director of the Emmanuel Egbogah Foundation, urged Ojulari’s team to revisit the Naira-for-Crude initiative, consider the public listing of NNPCL shares, and divest from Joint Venture shares held by International Oil Companies (IOCs). He also stressed the importance of fully aligning NNPCL with the Petroleum Industry Act (PIA).
Dr. Muda Yusuf, CEO of the Centre for the Promotion of Private Enterprise, called for dramatic improvements in corporate governance and the adoption of a commercially-driven approach. He emphasized the need for NNPCL to optimize its oil and gas assets, promote a Public-Private Partnership (PPP) investment model, and address the challenges of moribund refineries.
Both experts highlighted the importance of protecting NNPCL from political interference to ensure the success of these reforms. They expressed confidence that under Ojulari’s leadership, NNPCL could become a globally competitive institution, similar to other national oil companies like Saudi Aramco and PETRONAS.
