Why Nigerian Governments Struggle with Effective Civil Service Reforms

However, achieving this complementarity between democracy and an effective public service requires deliberate effort from political and bureaucratic leaders. Without this, governance reforms often fail to progress as intended, as seen in the history of reforms in many African countries, including Nigeria.

Countries like Japan, following the devastation of World War II, leveraged robust institutional reforms to rebuild. The success of the Ministry of International Trade and Industry (MITI) and other policies exemplify how governance reforms can transform a nation. In contrast, Nigeria’s history of public service reform shows a pattern of initial enthusiasm followed by the gradual sidelining of key initiatives, thus undermining the necessary transformation of its public service.

Each new government in Nigeria tends to prioritize institutional reforms early in its tenure, but these efforts often lose momentum, leading to ad hoc measures that only increase governance costs. The failure to build on previous reforms or consolidate ongoing ones contributes to this stagnation.

Looking back, the Udoji Commission report of 1974, intended to improve public service management, was largely ignored by the Gowon administration. Similarly, the Dotun Phillips report of 1988, which aimed at professionalizing the civil service, faced challenges due to its implementation via Decree 43, which did not accommodate the necessary changes in the context of Nigeria’s governance realities.

Later, the Ayida Panel attempted to reverse the progressive reforms and return to outdated administrative models, showing a reluctance to embrace the necessary shifts in public service management. The National Strategy for Public Service Reform (NSPSR), introduced in 1999, marked a significant attempt to overhaul Nigeria’s public service, but its implementation faced numerous hurdles.

Nigeria’s hesitancy in adopting reforms fully places it in the category of “hesitant reformers,” as categorized in a 2005 study by Ladipo Adamolekun. The nation has repeatedly shown enthusiasm for reform ideas but has failed to see them through, leaving the public service system inefficient and overly costly.

The Oronsaye Report, aimed at rationalizing and restructuring federal government agencies, remains largely unimplemented due to political and administrative resistance. As a result, Nigeria continues to operate one of the most expensive governance systems globally, which undermines the country’s overall efficiency.

To address these persistent challenges, the Tinubu administration must prioritize and execute the long-awaited reforms. This includes eliminating inefficient processes, enhancing the performance management system, strengthening the capacity of government agencies, and reducing wasteful expenditure. The establishment of a Program Management Office (PMO) could provide the necessary support for these reforms.

Ultimately, the success of Nigeria’s reform efforts hinges on political will and the commitment to long-term change, as well as the courage to tackle entrenched interests. The Tinubu administration holds the potential to break the cycle of reform failure and deliver tangible improvements for Nigeria’s public service, if it takes bold and decisive steps in implementing comprehensive institutional reforms.
