SERAP Urges Akpabio and Abbas to Withdraw Bill Penalizing Non-Voters
The Socio-Economic Rights and Accountability Project (SERAP) has called on Senate President Godswill Akpabio and House of Representatives Speaker Tajudeen Abbas to withdraw a proposed bill that would penalize eligible voters who fail to vote in national and state elections.....KINDLY READ THE FULL STORY HERE▶
The bill, currently under discussion in the National Assembly, suggests a six-month jail term or a fine of N100,000 for non-compliance. SERAP, in its response, argued that such a law would be inconsistent with Nigeria’s constitution and international human rights obligations. According to SERAP, compelling citizens to vote through punitive measures would violate their right to choose whether or not to participate in elections.
Instead of enacting such a law, SERAP has urged lawmakers to focus on more significant electoral reforms. The organization has called for the amendment of the 1999 Constitution and the Electoral Act to strip state governors and their deputies of immunity when they commit electoral offences, such as vote-buying. This, according to SERAP, would improve the integrity of the electoral process.
Furthermore, SERAP advocated for changes that would eliminate the appointment of political party members as Resident Electoral Commissioners (RECs) at the Independent National Electoral Commission (INEC). It also recommended the inclusion of provisions for internet voter registration and the use of modern technology for vote counting and result reporting.
SERAP emphasized that rather than imposing penalties on non-voters, the National Assembly should focus on fostering a safe and conducive environment for elections, addressing the impunity of high-ranking politicians, and tackling the influence of money in politics.
The organization warned that if the bill is passed and assented to by President Bola Tinubu, it would seek legal action to prevent the law from being implemented, as it believes the bill violates citizens’ rights to political participation.
