Mali, Burkina Faso, and Niger Impose 0.5% Levy on Imported Goods to Fund New Union
The neighboring countries of Mali, Burkina Faso, and Niger have announced the imposition of a new 0.5% levy on imported goods, marking a significant shift in their regional economic policies. The Alliance of Sahel States, formed in 2023 as a security pact between the military rulers of the three countries, has evolved into an aspiring economic union. This union plans to introduce biometric passports and foster closer economic and military cooperation.
The new levy, effective immediately, will apply to all goods imported from outside the three countries but will exclude humanitarian aid. The decision effectively ends the free trade agreements that have long existed within the Economic Community of West African States (ECOWAS), highlighting the growing rift between these countries and the democratic governments of West Africa, such as Nigeria and Ghana.
Mali, Burkina Faso, and Niger’s juntas announced their departure from ECOWAS last year, criticizing the bloc for its failure to address the ongoing Islamist insurgency and insecurity within their borders. Despite sanctions imposed by ECOWAS, the three countries remain focused on strengthening their regional alliances in the face of persistent challenges posed by armed extremist groups.
