House of Reps Recovers N21.4bn from Oil Firms, Brings Total to N50bn

The House of Representatives Public Accounts Committee (PAC) has announced an additional recovery of $14.2 million (N21.4 billion) from four oil firms as part of its ongoing investigation into financial discrepancies in the sector. The breakdown of the recovered amounts includes $1.9 million (N2.9 billion) from Platform Petroleum, $1.578 million (N2.3 billion) from Midwestern Oil and Gas, $523,845 (N785.7 million) from Universal Energy, and $10.3 million (N15.5 billion) from Aradel Energy. The total recovered so far now stands at $33.44 million (N50.1 billion), following an earlier recovery of $19.24 million (N28.8 billion) on March 16, 2025.

Bamidele Salam, Chairman of the PAC, attributed the successful recoveries to the leadership of Speaker Abbas Tajudeen, noting that the independence granted to committees like PAC has been key to ensuring proper accountability. Salam warned that any oil company failing to fulfill its financial obligations would face stringent legislative scrutiny.

Several oil firms, including Frontier Oil and Gas, Conoil Producing, and Walter Smith Petrochemical, are under increased oversight after ignoring committee invitations. Furthermore, other companies like Bilton, Energia Ltd, Aiteo Petroleum Ltd, and Pillar Oil Ltd are also at risk of facing more severe actions if they continue to evade accountability.

The PAC has also ordered First E&P Oil Company to reconcile an outstanding balance of $90 million with the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) by April 16, 2025. The committee issued a 20-day ultimatum for four other companies to pay a total of $23.2 million (N34.8 billion), with potential public naming as a consequence for non-compliance.

In his statement, Salam emphasized that the ongoing investigations reflect the House’s commitment to promoting transparency and discipline within the oil sector, with an eye on recovering all outstanding public funds.

  • Cash Deposits: Agulu testified that he deposited billions of naira in cash on behalf of the former CBN chief, with the funds delivered to him by Emefiele’s former personal assistant, Eric Ocheme.

  • Account Handling: According to the witness, the money was either deposited into accounts for Kelvito Integrated Services and Ifeabigo Integrated Services or placed in the bank’s vault, following instructions allegedly relayed through Ocheme.

  • Banking Procedures: Despite the large sums, Agulu maintained that he followed standard banking procedures, noting that some clients were granted verbal waivers by senior officials to deposit large amounts of cash.

  • Refusal to Name Officials: When asked to identify the senior bank officials who provided these verbal waivers, Agulu declined to provide names to avoid getting anyone in trouble.

  • Additional Transactions: Agulu also testified that he supervised a transfer of ₦1.6 billion to MG Properties Limited.

The Economic and Financial Crimes Commission (EFCC) is prosecuting Emefiele on eight counts, including criminal breach of trust, conspiracy, forgery, and unlawful possession of properties allegedly linked to proceeds of crime; Emefiele has entered a plea of not guilty. Eric Ocheme, who was named in the charges, is reported to be at large. Justice Yusuf Halilu has adjourned the trial for continuation on November 3, 4, and 5, 2026.
