Senator Salisu Afolabi (Ogun-Central), who sponsored the motion, emphasized Lafarge Cement’s strategic importance in Nigeria, particularly in job creation, infrastructure development, and industrial growth. He expressed concerns about foreign dominance in a crucial sector, highlighting the potential risks posed by excessive foreign control.
The deal in question involves Holcim AG, the majority shareholder in Lafarge Cement, planning to sell its 83.8% stake to Huaxin Cement Co., a Chinese cement manufacturer, for $1 billion. This sale, expected to be finalized in 2025, has raised alarms regarding capital flight, job losses, and regulatory challenges.
While some senators argued that Nigeria’s free-market economy should allow any investor to participate, Senate President Godswill Akpabio clarified that the resolution was aimed at ensuring transparency, not obstructing the sale.
The Senate directed its Committees on Capital Market, Trade, and Investment to oversee the deal and ensure compliance with the recommendations.
