Senate Engages Experts And Officials On Controversial Tax Reform Bills

The bills, which passed second reading amidst controversy, will be presented to stakeholders—including tax industry experts, civil society groups, and corporate organizations—for a comprehensive review. The feedback will be considered before the Senate Committee of the Whole reviews the report.
Chairman of the Adhoc Committee, Senator Abba Moro, revealed after a two-hour closed-door session that the committee had engaged key government officials, including Attorney-General of the Federation Lateef Fagbemi, SAN; Federal Inland Revenue Service (FIRS) Chairman Zacch Adedeji; Presidential Fiscal Policy and Tax Reforms Committee Chairman Taiwo Oyedele; and Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) Chairman Dr. Mohammed Bello Shehu.
“We evaluated the contentious issues surrounding the tax bills,” Moro said. “We agreed to streamline the processes to ensure we deliver a law that serves all Nigerians effectively.”
The FIRS Chairman, Zacch Adedeji, assured journalists that concerns about the tax reforms were addressed during the discussions. He expressed confidence that the bills would soon be passed into law, emphasizing that all stakeholders aligned on the need for the proposed laws.
The tax reform package includes four key bills:
- The Nigeria Tax Bill 2024
- The Nigeria Tax Administration Bill 2024
- The Nigeria Revenue Service (Establishment) Bill 2024
- The Joint Revenue Board (Establishment) Bill 2024
These bills, aimed at overhauling Nigeria’s tax system, passed second reading in the Senate on November 28, 2024.

The Allegation: The survivor, Malam Babawo Tudun Nasera—whose 17-year-old brother Salim was among the deceased—stated in a video that authorities wanted the miners to halt operations, but they continued working based on instructions allegedly given by Babangida.

The Arrest and Detention: Nasera explained that the miners went to the site to earn a living to feed their families before NSCDC personnel arrested them and held them in custody for three days, allegedly refusing release efforts.

Suspicious Circumstances: Raising questions about the sudden deaths, Nasera noted that the detainees had eaten well the day before, speculating that heat exposure or some form of administered substance may have been involved.
