Senate Raises Concerns Over Centralised Payment System Delays In Budget Implementation

Nigerian Senators have voiced growing dissatisfaction with the execution of the 2024 Budget. In a session on Thursday with the Finance Minister and Coordinating Minister of the Economy, Wale Edun, alongside the Minister of Budget and Planning, Atiku Abubakar Bagudu, members of the Senate Committee on Appropriations sought clarity on how funds saved from the fuel subsidy removal were being used, as well as the performance of Government-Owned Enterprises.....KINDLY READ THE FULL STORY HERE▶

The Joint Committees on Appropriations from both chambers of the National Assembly had previously raised concerns about the disproportion between Recurrent and Capital Expenditures in the 2024 Budget.

Senator Solomon Olamilekan Adeola, Committee Chair, pressured the ministers for more information on capital expenditure and how the subsidy savings had been applied.

Senator Abdul Ningi, representing Bauchi Central, sought specific figures from the Finance Minister about fuel subsidy savings and debt servicing in the 2024 Budget. He remarked, “I have heard the ministers’ presentations, but my concerns remain unresolved. As an Appropriation Committee, our duty is to monitor budget matters, and many of us will take these discussions back to our teams. We need exact figures on capital and recurrent expenditures and the current status of the budget performance.”

Ningi also requested transparency on how savings from the subsidy removal have been utilized and called for projections regarding debt servicing for 2025. He further questioned the effectiveness of extending the 2024 budget performance until June 2025 and its potential economic impact.

Senator Adetokunbo Abiru of Lagos East acknowledged improvements in revenue collection during the third quarter of 2024 but criticized the lack of transparency in the revenue streams of Government-Owned Enterprises, particularly requesting details on remittances from the Nigerian Liquefied Natural Gas (NLNG).

In response to the intense questioning, Wale Edun called for an executive session, which led to the exclusion of journalists from the Senate Committee room.

Before the closed-door meeting, Senator Tahir Monguno, Senate Chief Whip from Borno North, attributed delays in budget implementation to the centralised payment system introduced by the current administration. He argued that the new system, managed by the Office of the Accountant General, had replaced the previous decentralised approach, leading to bureaucratic inefficiencies and delays.

“There is a view suggesting that the key obstacle to successful capital budget implementation is the ‘bottom-top approach’ adopted by this administration. This policy centralises payment and processing in the Office of the Accountant General, replacing the former system where ministries, departments, and agencies handled these tasks independently,” he explained.

Senator Abba Moro, Minority Leader, also expressed concerns about the Executive’s delays in budget submission, warning that it could jeopardize the traditional January-December budget cycle.
