Open Grazing Persists In Abuja, Challenging Wike’s Policy

We will consult with herders to find a way to stop open grazing because we cannot allow cows inside the city,” Wike, the former Governor of Rivers State, said in August 2023. He reaffirmed this position during a meeting with the Belgian Ambassador to Nigeria, Daniel Bertrand, in March 2024.

Over the past 16 months, journalists have conducted observations in key areas of the city and its suburbs to track the implementation of this policy. Despite Wike’s threats, reports indicate that cattle continue to roam urban areas.

In August 2024, a large herd of cattle was seen near the Defence Headquarters, moving through the streets during peak hours. Another herd was spotted in September 2024 near the newly built residence of the Vice President, just across from the entrance to the Office of the Secretary to the Government of the Federation.

These ongoing instances of open grazing have raised concerns, with some questioning the effectiveness of the policy. “The minister is gradually coming to terms with the ‘politics of cattle’ in Nigeria,” said Shefiu Adio, a resident and taxi driver. He explained that the issue is highly politicized, with some viewing Wike’s directive as an attack on northern Nigerians, who are predominantly involved in cattle farming.

Adio added that while such a policy might be enforced in Rivers State, where Wike governed, it would be seen differently in Abuja, where people from all regions live equally. “Wike must understand the sensitivity of the situation when it comes to cattle,” he said.

Reports also note that cattle have been grazing in 16 areas across the city, including Asokoro Extension, Guzape, and along Airport Road. Many residents refer to these cows as “government children,” reflecting a perception that the authorities are either allowing or unable to prevent the grazing.

Several residents have expressed hope that the establishment of the Ministry of Livestock will lead to more effective solutions. “Rapid urbanization is making the problem worse,” said Umar Ubandawaki, a cattle seller at Deidei Market. “Many Fulani communities have been displaced, and land that used to be grazing areas is now being developed into estates.”

Ubandawaki called on the minister to offer better solutions rather than resorting to threats. This follows similar challenges Wike has faced with other policies, such as his earlier attempts to expel beggars from certain areas of the city, a move that has had little long-term impact.

Lightning Strikes Herdsman, Cows to Death in Kaduna

According to the Village Head of Matuak Giwa, Simon Ayuba, the herdsman was seeking shelter from the rain with his cattle when the fatal lightning strike occurred, killing both the herder and his cows instantly.

Mallam Tanko Isiyaka, the Ardo of Bondon District, confirmed that the deceased herdsman hailed from Bauchi State, and described the incident as a shocking and tragic event for the local community.

This unfortunate event has left the community in a state of mourning as the loss of both the herder and the valuable cattle has deeply affected the residents.

In a separate matter, human rights lawyer Malcolm Omirhobo raised concerns regarding the rights of hunters from the North to operate in other states, particularly after the reported killing of Northern hunters in Edo State. Omirhobo questioned whether the hunters had the necessary licenses and if they adhered to the legal requirements for hunting in different states. He also pointed out the types of weapons they carried and their legal implications.
