FG Prioritizes Entitlements With ₦27 Billion For Former Leaders And Retirees In 2025 Budget
The Federal Government has allocated ₦27 billion for the entitlements of former presidents, vice presidents, heads of state, chiefs of staff, retired heads of service, and university professors in the 2025 fiscal year. This includes notable figures such as former Presidents Olusegun Obasanjo, Goodluck Jonathan, and Muhammadu Buhari, as well as ex-Vice Presidents Atiku Abubakar, Namadi Sambo, and Prof. Yemi Osinbajo. The ₦27 billion allocation is part of the larger ₦49.70 trillion 2025 budget, presented by President Bola Tinubu to the National Assembly, which focuses on defence, infrastructure, and human capital development, with a ₦13.39 trillion deficit to be covered by borrowing.
Of the total ₦27 billion:
- ₦2.3 billion is designated for former presidents, vice presidents, and heads of state.
- ₦10.5 billion is allocated for retired heads of service and permanent secretaries.
- ₦13.5 billion is set aside for retired university professors.
- ₦1 billion is reserved for retired heads of government agencies and parastatals.
Additional provisions in the budget include:
- ₦1.4 trillion for pensions, gratuities, and retirees’ benefits.
- ₦46 billion for civilian pensions under the Office of the Head of Civil Service.
- ₦383.9 billion for military pensions and gratuities.
- ₦434 million for administrative charges and N870 million for medical retirees.
Specific provisions also cover:
- ₦2.7 billion for gratuity arrears from 2019 to 2021.
- ₦2.2 billion for death benefits in the same period.
- ₦43 billion for security debarment allowances, including arrears from 2017-2019.
- ₦330 million for pension arrears due to minimum wage adjustments.
The budget further allocates:
- ₦24.8 billion for pensions and arrears under the Department of State Security.
- ₦42 billion for the Pension Transitional Arrangement Directorate.
- ₦10.4 billion for police pensions and gratuities.
- ₦10.3 billion for university pensions, including arrears.
- ₦43.4 billion for parastatals and railway pensions.
The National Pension Commission is allocated ₦804.7 billion, and death benefits are set at:
- ₦35 billion for deceased military personnel.
- ₦4.2 billion for civil servants.
- ₦3.5 billion for police officers.
Additionally, ₦814 million is earmarked for verification exercises, and ₦1.86 billion for pension arrears.

The Allegation: The survivor, Malam Babawo Tudun Nasera—whose 17-year-old brother Salim was among the deceased—stated in a video that authorities wanted the miners to halt operations, but they continued working based on instructions allegedly given by Babangida.

The Arrest and Detention: Nasera explained that the miners went to the site to earn a living to feed their families before NSCDC personnel arrested them and held them in custody for three days, allegedly refusing release efforts.
