NCC Chief Maida Calls For Stakeholder Collaboration On A2P Messaging Regulation
Dr. Aminu Maida, Executive Vice Chairman and CEO of the Nigerian Communications Commission (NCC), underscored the significance of Application-to-Person (A2P) messaging in today’s digital landscape. Represented by Mrs. Chizua Whyte, Ag. Head of Legal & Regulatory Services at NCC, Maida emphasized that A2P messaging serves as a crucial communication tool for sending transactional, promotional, and service-related notifications directly to users. These messages, ranging from bank alerts to government updates, enhance communication, improve efficiency, and contribute to socio-economic development.
Maida further stated that the NCC is focusing on three key stakeholders: the government, consumers, and industry licensees, each of which plays an essential role in the success of A2P messaging. He highlighted its value for government communication, ensuring citizens receive vital public services and information. For consumers, it ensures timely and secure access to services, while for the industry, it fosters innovation, competition, and growth.
However, Maida acknowledged significant challenges facing the A2P messaging sector in Nigeria, including fraud prevention, consumer protection, and ensuring fairness across the industry. Issues such as fraud, spam, data privacy concerns, and unequal value distribution were noted as threats to the growth and sustainability of this communication channel.
He emphasized that the NCC believes in inclusive regulation and encouraged stakeholders—operators, aggregators, businesses, and consumers—to actively engage in the discussion to help refine the A2P licensing framework. Maida assured that the NCC is committed to fostering an environment that supports innovation while ensuring the protection of all stakeholders.

The Allegation: The survivor, Malam Babawo Tudun Nasera—whose 17-year-old brother Salim was among the deceased—stated in a video that authorities wanted the miners to halt operations, but they continued working based on instructions allegedly given by Babangida.

The Arrest and Detention: Nasera explained that the miners went to the site to earn a living to feed their families before NSCDC personnel arrested them and held them in custody for three days, allegedly refusing release efforts.

Suspicious Circumstances: Raising questions about the sudden deaths, Nasera noted that the detainees had eaten well the day before, speculating that heat exposure or some form of administered substance may have been involved.
