Lagos Assembly Begins Scrutiny of N3.005 Trillion Budget, One-Month Deadline Set

The Lagos State House of Assembly on Monday debated the 2025 appropriation bill, totaling N3.005 trillion, which was presented to lawmakers by Governor Babajide Sanwo-Olu last Thursday.....KINDLY READ THE FULL STORY HERE▶

Speaker Mudashiru Obasa, who presided over the session, referred the bill to a joint committee on appropriation and finance for a detailed review, setting a one-month deadline for the committee to report back.

Earlier, Hon. Sa’ad Olumoh, Chairman of the House Committee on Budget and Economic Planning, provided a breakdown of the proposed spending and highlighted some key concerns. He raised questions regarding the N408 billion deficit projected for financing, stressing the importance of prudent budgeting and sustainable financing methods.

Olumoh emphasized the need to explore alternatives like Public-Private Partnerships (PPP) to avoid over-reliance on loans. He urged his colleagues to thoroughly scrutinize the budget to prevent waste and ensure proper allocation of resources.

Deputy Majority Leader Adedamola Richard Kasumu called for a comprehensive review of the budget to assess its feasibility. Hon. Gbolahan Yishawu (Eti-Osa 2) pointed out the absence of allocations for electricity infrastructure and climate change measures, proposing a five-year retrospective analysis of deficit financing.

Hon. Femi Sheed highlighted the necessity of linking loans to essential infrastructure like electricity while ensuring efficient revenue generation and preventing financial leakages. Hon. Desmond Elliot also noted the omission of food security measures and suggested that initiatives to address citizens’ needs should be included.

Governor Sanwo-Olu had previously stated that the budget aims for a 59% capital expenditure and 41% recurrent expenditure ratio, with the deficit to be financed through both external and internal loans and bonds.
