NCAA Imposes New Restrictions On Flight Crew To Ensure Aviation Safety

The Federal Government has issued a directive prohibiting licensed flight crew members, including pilots, from working for multiple airlines. In a circular dated November 6, 2024, signed by Capt. Chris Najomo, the Acting Director-General of Civil Aviation, the NCAA highlighted that allowing crew members to work across different airlines presents significant safety risks.

The NCAA emphasized that the licenses granted to pilots and crew are operator-specific, based on the airline’s approved Standard Operating Procedures (SOPs). Operating across airlines disrupts adherence to these procedures, which could compromise flight safety.

The circular, addressed to Accountable Managers, Directors of Flight Operations, and Chief Pilots, stated: “It has come to our attention that licensed flight crew members are using simulators and proficiency checks endorsed on their licenses to operate for multiple airlines. These simulator facilities are operator-specific, based on their training programs and SOPs.”

The NCAA concluded that such actions, where pilots work for multiple airlines without proper safety protocols, pose a significant safety threat to the industry. Effective from November 11, 2024, violations of this directive will be treated as breaches of the Nigeria Civil Aviation Regulations, with enforcement measures to follow. Simulator renewals will now be linked to individual operators, and full compliance is required.
