Highlighting the scale of untapped capacity, he pointed out that roughly 3,000 previously drilled wells currently sit idle, noting:
“We have oil wells that have already been drilled, assets that have already been discovered and infrastructure that have already been built. Our first task is to put these assets back to work for Nigeria.”
Contrasting spending priorities, Hashim argued that restoring these existing assets should supersede funding major infrastructure projects like the Lagos-Calabar Coastal Highway, which he suggested might not generate government revenue for two decades.
With Nigeria’s current output hovering around 1.5 million barrels per day, Hashim’s targeted four-million-barrel objective represents a projected increase of 2.5 million barrels daily. He asserted that the nation’s primary bottleneck is not a shortage of hydrocarbon resources, but rather the failure to fully optimize pre-existing petroleum infrastructure.
Detailing his operational framework, Hashim noted that an Accord-led administration would systematically evaluate each inactive yet viable well to diagnose downtime factors, injecting targeted capital and technical solutions. Proposed interventions encompass well repairs, workovers, artificial lifts, gathering facility fixes, pipeline restoration, and enhanced evacuation networks. To maintain accountability, he proposed launching a National Production Recovery Dashboard to track every intervention and monitor the additional barrels yielded by the program.
