According to a statement from Major Haruna Mohammed Sani, Deputy Director of Information/Media, the accusations claiming that the DICON leadership excluded certain staff from the 2024 promotion list due to their participation in an April protest are unfounded.
DICON emphasized its adherence to Public Service Regulations, with disciplinary and promotion processes overseen by Senior and Junior Staff Committees consisting solely of civilian members, without any Armed Forces representatives. The management’s role is limited to approving recommendations made by these committees based on objective assessments.
The statement also clarified that the enrollment in the Integrated Personnel Payroll System (IPPIS) falls under the Federal Government’s jurisdiction, not DICON’s, as it operates nationwide payment systems for civil servants. The current Director-General (DG) has ensured the timely payment of allowances to staff, despite not being responsible for introducing the existing systems.
Regarding claims of tribal bias in appointments, DICON dismissed these allegations, highlighting the diverse backgrounds of the DG’s staff, which includes individuals from various Nigerian states, none from his home state of Akwa Ibom. The DG’s previous Military Assistants hailed from different states, demonstrating the organization’s commitment to inclusivity and merit.
DICON described the allegations as baseless and an attempt to mislead the public while diverting attention from the real issues.
