Canada has announced the immediate termination of a policy that allowed holders of visitor visas to apply for work permits while within the country. This decision comes amid a wave of immigration reforms that have sparked significant protests, particularly among international students.

In a statement on Wednesday, Immigration, Refugees and Citizenship Canada (IRCC) confirmed the discontinuation of the temporary policy, which was originally set to expire on February 28, 2025. The IRCC stated, “While the temporary policy was set to expire on February 28, 2025, IRCC is ending the policy as part of our overall efforts to recalibrate the number of temporary residents in Canada and preserve the integrity of the immigration system.”

The policy, introduced in August 2020 during the COVID-19 pandemic, was intended to help visitors in Canada who were unable to return home due to border closures. It allowed them to apply for a work permit without leaving the country. Additionally, individuals who had held a work permit within the previous 12 months and had since changed their immigration status to “visitor” were eligible to work legally in Canada while waiting for a decision on their new work permit application.

However, the IRCC highlighted concerns that “some bad actors were using the policy to mislead foreign nationals into working in Canada without authorization.” The department assured that applications submitted before August 28, 2024, will still be processed under the now-defunct policy.

This announcement coincides with rising tensions across Canada, where tens of thousands of international students recently protested against new federal immigration policies. These changes could result in the deportation of around 70,000 students, intensifying fears about their future in the country.

As of 2023, international students comprised 37% of study visa holders in Canada. The government’s recent cap on student visas is expected to reduce the intake of foreign students by 35%. Officials argue that this reduction is necessary to alleviate pressures on housing, unemployment, and public services.

Further tightening of regulations occurred in June when the Canadian government announced that foreign nationals would no longer be able to apply for a Post-Graduation Work Permit (PGWP) at the border, causing additional concern among students.

Student advocacy groups, including the Naujawan Support Network, have expressed alarm, warning that many international graduates could face deportation once their work permits expire at the end of the year.
