Kogi Assembly Calls For Direct Payments By MDAs To Contractors

The Kogi State House of Assembly has recommended that the state government allow Ministries, Departments, and Agencies (MDAs) to initiate contracts, raise vouchers, and make payments directly to contractors. This recommendation is aimed at preventing the Office of the Accountant General from hampering the MDAs’ ability to provide comprehensive financial returns on contract payments.

This suggestion was part of the public accounts committee’s report on the procurement audit of MDAs covering the period from 2016 to 2024. The Assembly adopted this resolution on Wednesday.

Otokiti Alhassan Zakariya, Chairman of the Committee and representative of the Okehi State Constituency, presented the report. He urged MDAs with discrepancies in contract figures to reconcile with the Accountant General’s office and directed fully paid contractors to return to their sites to complete their projects under the Public Accounts Committee’s supervision.

Additionally, the House instructed the Public Accounts Committee to summon the Local Government Service Commission’s management to explain their failure to appear before the committee.

Other key recommendations from the committee included:

  • The Public Accounts Committee should collaborate with the Ministry of Agriculture to determine why certain completed state projects, such as the 50 tons per day Rice Mill and 25 375 two-wheel 75 horsepower tractors, are not being used optimally.
  • The Office of the Accountant General must regularly reconcile figures with the MDAs to address recurring discrepancies.
  • The Ministry of Health should ensure payment of outstanding balances to two contractors, as recommended by the Public Accounts Committee.
  • The Kogi State Bureau of Public Procurement has been commended for ensuring that MDAs comply with the procurement law of 2020, achieving value for money in services rendered for citizens’ well-being.

Zakariya expressed confidence that the report would meet the House’s expectations and emphasized the importance of implementing the recommended sanctions. He believes that the House’s resolutions based on the report will promote diligence and compliance with financial rules and regulations.

Speaker of the House, Umar Yusuf, affirmed that the Assembly will not permit any MDA to place Kogi State in a disadvantaged position.
