Senate Advocates State Participation In Hajj Airlines Selection And Pilgrim Welfare
In a significant move, the Senate has advanced a bill aiming to amend the establishment Act of the National Hajj Commission of Nigeria (NAHCON). Under the proposed changes, the bill also aims to involve State Muslim Pilgrims’ Welfare Boards in managing the feeding of pilgrims in Madina and Masha’ir, under NAHCON’s regulatory oversight.
Senator Abbas Aminu Iya, the bill’s sponsor representing Adamawa Central under the PDP, highlighted NAHCON’s establishment in 2006 to regulate Muslim pilgrims’ activities. He pointed out discrepancies in the current system, where states handle accommodation and feeding in Mecca, while NAHCON manages these aspects in Madina and Masha’ir, causing inconvenience and hindering effective regulation.
The bill seeks to amend Section 4 of the principal act to allow states and the FCT to participate in airline selection for Hajj operations. This, Senator Abbas emphasized, would enable NAHCON to focus on its regulatory duties, ensuring more efficient and seamless Hajj operations.
Senator Tahir Monguno from Borno North, speaking during the debate, echoed the sentiment, stating that NAHCON shouldn’t serve as both regulator and operator.
The bill garnered support from Senator Oyewumi Olalere, the Senate Deputy Minority Leader, and others, prompting Deputy President of the Senate Jibrin Barau to put it to a second reading through a voice vote.
After the second reading, Senator Barau referred the bill to the Senate Committee on Foreign Affairs for further legislative scrutiny, with a report expected within two weeks.
