In an ongoing investigation, the Senate ad hoc committee has unearthed 13 infractions in the disbursement and utilization of the N30 trillion Ways and Means loan acquired during the tenure of former President Muhammadu Buhari from the Central Bank of Nigeria (CBN).

Chairing the committee, Senator Isah Jibrin (APC, Benue East), revealed that former CBN governor Godwin Emefiele unilaterally approved billions of naira across various tranches of the loan without adhering to due process.

Senator Jibrin disclosed these findings during an interactive session with the CBN team, led by Bala Bello, one of the deputy governors of the apex bank.

It was highlighted that Emefiele’s actions, contrary to the CBN Act, involved the unauthorized signing of billions of naira in 13 documents, which should have been approved in conjunction with the CBN board of directors.

“The committee of governors should have been signatories to the ways and means account, but we have evidence that the governor signed billions of naira in approximately 13 instances,” Senator Jibrin stated.

Expressing the need for clarity on the total figure of the ways and means loan, Senator Jibrin emphasized the importance of ascertaining the overall sum.

Regarding the Anchor Borrowers Programme, the committee acknowledged progress but stressed the necessity of completing the remaining 30%.

Furthermore, Senator Jibrin announced plans to summon CBN governor, Olayemi Cardoso, to provide insights into the ways and means loan.

“The current governor, who succeeded Emefiele, should be able to provide relevant information regarding Emefiele’s actions, as he took over from him, including knowledge of his assets,” Senator Jibrin asserted.

Ensuring accountability, Senator Jibrin affirmed, “Emefiele must provide an explanation to the current governor. We will extend an invitation to the governor, and if necessary, he will contact Emefiele for further clarification.”
