The bill, which underwent meticulous scrutiny during plenary sessions, was championed by the House majority leader, Emeka Nwaobi. Following thorough examination by the committee of the whole, chaired by Speaker Emomotimi Guwor and Bridget Anyafulu, the legislation received unanimous approval.
Speaker Guwor commended the collaborative efforts of the assembly in advancing this crucial legislation, hailing it as a significant achievement. He emphasized the bill’s role in providing much-needed relief and support to individuals with disabilities.
According to Okowa-Daramola, the bill represents a triumph for the aspirations of persons with special needs. It introduces provisions aimed at enhancing inclusivity, participation, protection, equity, and empowerment for the disabled community in Delta State. Notably, the legislation mandates the provision of accessibility aids such as lifts and ramps in all physical structures, along with exclusive parking spaces and improved transportation access.
Furthermore, the bill underscores the rights of persons with disabilities to basic and secondary education, independent living, access to information, and full participation in political, cultural, and social spheres. It also paves the way for the establishment of the Commission for Persons With Disabilities, tasked with overseeing the implementation of the law’s provisions.
The enactment of this bill signals Delta State’s commitment to fostering a more inclusive society, where the rights and dignity of every individual, regardless of ability, are upheld and protected.
