Benjamin Kalu, the Deputy Speaker of the House of Representatives, announced on Thursday that the first draft report of the ongoing review of the 1999 Constitution will be completed by August 2024. These statements were made during a press conference organized by the House Committee on Constitution Review, where Kalu provided insights into the timeline for the constitutional amendment process.

Kalu, who chairs the Committee on Constitution Review, outlined the following key dates and milestones in the process:

  • The first draft of the constitution is scheduled to be completed by August 2024, subject to approval by sub-committees.
  • A second draft will follow in October 2024, with zonal inputs and citizen feedback collection commencing thereafter.
  • Harmonization of issues is expected to take place in February 2025, followed by a technical working retreat to reconcile documents from the Senate and the House of Representatives.
  • By April 2025, final copies of draft amendments are projected to be produced, with the final clean copy of amendment bills agreed upon by May 12, 2025.
  • The final report will be laid for consideration and voting by May 22, 2025.
  • The concurrence of state assemblies is targeted to be secured by May 29 or June 13, 2025.
  • If there are delays, the process is not expected to go beyond August 2025, with the aim of transmitting the bills to the President for assent by that time.

Kalu expressed confidence that the 24-month timeline for completing the constitutional amendment process will be achieved, with the goal of having a fully amended constitution by December 2025. He emphasized the importance of this comprehensive review in addressing critical issues and improving governance in Nigeria.
