Former Secretary to the Government of the Federation (SGF), Boss Mustapha, revealed on Tuesday that $6.2 million was disbursed from the Central Bank of Nigeria in February 2023 based on forged documents……..CONTINUE READING
Mustapha made this disclosure while testifying as the fourth prosecution witness in the ongoing trial of former CBN Governor, Godwin Emefiele, at the Federal Capital Territory High Court in Maitama, Abuja.
According to the Economic and Financial Crimes Commission (EFCC), Emefiele allegedly collaborated with an individual named Odoh Ocheme, currently evading arrest, to obtain $6.2 million from the CBN on February 8, 2023. They claimed it was at the behest of the SGF, referencing a letter dated January 26, 2023, with Reference No. SGF.43/L.01/.
Furthermore, the anti-graft agency accused Emefiele of forging a document titled “RE: PRESIDENTIAL DIRECTIVE ON FOREIGN ELECTION OBSERVER MISSIONS,” dated January 26, 2023, with Reference No. SGF.43/L.01/201.
During his testimony led by the prosecution counsel, Rotimi Jacobs (SAN), Mustapha refuted the authenticity of the documents, asserting they did not originate from the President or his office.
He also denied having received any portion of the mentioned funds.
Mustapha clarified, “Throughout my tenure as the SGF, I never encountered these documents purportedly signed by Buhari. From my experience of serving for five years and seven months as SGF, it is evident that this document did not come from the president for several reasons.
“A document bearing the seal of the Nigerian president does not include a reference number. The seal itself represents the authority.
“Moreover, based on my experience, decisions made by the Federal Executive Council (FEC) are not communicated through letters but via extracts after conclusions are reached.
“I am also the custodian of FEC records, and the president does not send executive decisions to me for reference.
“In all my years of service, I have never come across the term ‘special appropriation provision,’ which is mentioned in the document. The terms I am familiar with are appropriations provided by the appropriation act passed by the national assembly, with supplementary appropriations requested when necessary.
“In all correspondence I have received from President Buhari, there has never been a closing phrase of ‘please accept the assurance of my highest regard.’ As his subordinate, my correspondences do not include such a closing statement.
“Lastly, upon examining the signature, it is evident that it is an unsuccessful attempt to replicate Buhari’s signature. I defer to the experts for further analysis.”

He argued that even in the absence of a final court judgment, the allegations themselves have “tainted” Fasina’s reputation, and the Senate should have delayed the confirmation until the legal matters were resolved.

Tietie also suggested that the National Assembly’s decision overlooks significant social changes regarding how such allegations are now viewed by society.
