Exclusive documents obtained by our correspondent indicate that the refund was related to a contract valued at N35 million for the “Design and Development of N-Knowledge Training Manuals for N-Hardware Beneficiaries North-Central (Lot B17).”

The contract, awarded to Mr. Okwete’s company, Adatech Integrated Services Limited, on December 29, 2020, and publicly announced on January 4, 2021, was executed under the N-Power program of the National Social Investment Programme within the Federal Ministry of Humanitarian Affairs, Disaster Management, and Social Development.

According to the procurement records, the materials procured included manual content development for the N-Tech Hardware track, costing N5,950,000, and the printing of training manuals for N-Knowledge (hardware track), totaling N26,608,139.54. The overall cost, including Value Added Tax, amounted to N35,000,000.00.

However, in a communication dated April 27, 2021, the National Social Investment Programme notified the Managing Director of Adatech Integrated Services Limited of the erroneous double payment and requested the refund of N30,607,651.16.

Responding to this directive in a letter dated June 23, 2021, Adatech Integrated Services Ltd assured the Ministry of its intention to rectify the transaction error promptly.

Subsequently, on October 13, 2021, Adatech Integrated Services Ltd reimbursed the full sum of N30,604,812.41 to the National Social Investment Programme, as evidenced by a Remita payment document and the company’s bank statement.

In a follow-up correspondence, Adatech Integrated Services reiterated its commitment to transparency and provided additional documentation, including the refund confirmation and bank statement, seeking confirmation from the Ministry of receipt of the reimbursement.

This development underscores the ongoing efforts to ensure financial probity and accountability within the Federal Ministry of Humanitarian Affairs, Disaster Management, and Social Development.
