Instead, the panel confirmed that upon being alerted to suspected fraudulent activities by the Nigerian Investment Promotion Commission (NIPC), Gbajabiamila took immediate action within 24 hours. He formally notified security and investigative agencies, including the Nigeria Police Force, the Office of the National Security Adviser, the Department of State Services (DSS), and the Economic and Financial Crimes Commission (EFCC), while simultaneously initiating administrative verification. The committee “preliminarily commended” Gbajabiamila for these timely interventions.

The investigation revealed a series of fabrications surrounding the purported Council:

• Fake Appointment Letter: A document purportedly appointing Prince Adeniyi Adeyemi as Director-General, bearing Gbajabiamila’s name and signature, was confirmed to be a forgery. State House records showed no such appointment exists, and the letterhead, reference number, format, and language did not match official correspondence.

• Fake Executive Order and Act: Documents presented as a Presidential Executive Order and an Act of the National Assembly establishing the PFIPC were found to be inauthentic. The Executive Order was not lawfully issued, and the purported Act was never passed, assented to, or gazetted, with evidence suggesting electronic alteration of other instruments.

• No Legal Basis: The committee concluded that no valid law, enactment, or lawful authority exists that establishes an institution known as the Presidential Foreign Intervention Promotion Council.

Financial Investigation and Institutional Lapses

The committee is also probing a complaint from a company alleging it paid approximately ₦400 million in four installments to Adeyemi, who promised a contract for renovating a residence purportedly allocated to him as Director-General. The panel is currently tracing these funds.

Preliminary financial data indicates Adeyemi is linked to about 58 bank accounts, with over 30 operated in the names of nine different entities. He may also be connected to more than 12 other entities, though the committee cautioned that identification does not equate to unlawful activity.

The investigation further highlighted significant weaknesses within several government institutions, including failures to verify agency legal existence, authenticate correspondence, allocate accommodation, process special plates, and protect official identities. The final report will recommend appropriate measures to address these institutional and individual lapses. The lawmakers emphasized that these findings remain preliminary.
