Tinubu, serving as the Visitor to the University of Lagos (UNILAG), addressed attendees at the institution’s 54th convocation ceremony.

Discussing the evolution of the university system in Nigeria, Tinubu outlined the four stages.

The first involved the establishment of universities by the Federal Government, followed by state governments setting up universities (second stage) and the emergence of private universities (third stage).

The fourth stage, according to Tinubu, aims for foreign investors and universities to establish institutions in Nigeria, either independently or in collaboration with existing universities.
