While workers are strongly urged to utilize this window to pick up their cards rather than delay, essential service providers—such as medical personnel and security operatives—are exempt. These essential workers are instead expected to coordinate internal arrangements so that eligible staff can still secure their PVCs without causing disruptions to critical operations. Furthermore, Governor Adeleke encouraged private and informal sector workers to collect their cards as well, emphasizing that possessing a voter’s card is an essential license to participate in the democratic process and exercise their civic power.

Obi emphasized that Nigeria’s primary bottleneck is the transmission and distribution network rather than generation capacity, noting that the country already generates over 10,000 megawatts. Former National Coordinator and CEO of the National Social Investment Programme Agency (NSIPA), Halima Shehu, has strongly refuted claims that she embezzled ₦44 billion, speaking during an interview on Arise News. Having previously helped establish the ministry and worked on the Conditional Cash Transfer Programme, Shehu noted that she resumed office on October 18, 2023, with a deep understanding of its operations and historical finances. During her tenure, she spearheaded major transparency initiatives, including digitizing the Conditional Cash Transfer Programme in partnership with the World Bank and opening over 1.9 million accounts to integrate the informal sector. She also highlighted her political contributions as the National Director for the Social and Humanitarian Directorate of the Tinubu-Shettima campaign, where she mobilized millions of votes through grassroots empowerment networks.

Upon taking charge at NSIPA, however, Shehu stated that she uncovered systemic issues:

“When I got to office… I discovered weak financial controls. Money was being touched without accountability. So I began to do my own audit. I also called the attention of the minister, who was my boss, Betta Edu. I also called the attention of the permanent secretary… to see how such movement of funds could be accounted for and to let the minister know that, under the mandate of NSIPA, she didn’t have any right to be touching the funds the way she was touching them.”

Shehu further alleged that Minister Betta Edu bypassed her authority by illegally appointing over 10 officials into NSIPA and instructing these programme managers to report exclusively to the minister rather than the agency’s CEO. According to Shehu, substantial financial transactions completely bypassed her office without her consent, knowledge, or approval, compounded by a total lack of official communication or response from the minister’s office.
