Just In: Unused Oil Licenses Face Potential Revocation As Per Federal Government Plans
The Nigerian Upstream Petroleum and Regulatory Commission has announced the Federal Government’s intention to revoke underutilized oil exploration leases granted to companies that have not initiated exploration activities. Under the Petroleum Industry Act (PIA), the Commission is prioritizing value delivery for the nation, ensuring that only companies with the necessary technical and financial capabilities will maintain their leases, as stated by Komolafe. The Commission is set to conduct reviews of existing leases, and the allocation of new leases will be contingent upon specific terms and conditions.
As per the latest data from the NUPRC, despite the issuance of approximately 53 exploration leases from 2003 until now, over 60% of prospecting licenses granted to local and foreign oil firms have lapsed. Out of the 53 licenses, 33 have expired without renewal, including four entangled in contract disputes. While automatic revocation hasn’t occurred, the regulator is no longer inclined to allow companies to retain leases indefinitely.
Empowered by the PIA enacted in 2021, the regulator now possesses the authority to assess the technical and financial capabilities of companies holding oil exploration leases. The oil exploration sector in the country has witnessed limited investments, with major players exiting onshore and shallow water assets due to escalating insecurity, sabotage of oil infrastructure, and legal disputes in the Niger Delta communities.
Consequently, low investments in exploration activities and decreased crude oil production persist due to theft from pipeline vandalism, significantly impacting the sector.
