Education Minister Tahir Mamman conveyed the president’s decision during his address at the 75th Founder’s Day ceremony of the University of Ibadan on Friday.
In October, the Ministry of Finance had notified academic institutions nationwide of its intention to deduct 40 percent from their IGR, sparking criticism, particularly from the Academic Staff Union of Universities (ASUU) and other stakeholders who deemed it misguided and regressive.
ASUU, in a statement by its National President, Prof. Emmanuel Osodeke, emphasized that universities were not revenue-generating entities for the government. The union highlighted that obligatory student fees were intended to provide essential tools for proper education and warned that the policy would impoverish the university system.
The Committee of Vice Chancellors of Nigerian Universities also protested, urging the government to reconsider the plan, emphasizing that demanding 40 percent of universities’ IGR was inconsistent with the refusal to grant them autonomy.
During the 19th All Nigeria Editors Conference in Uyo, Akwa-Ibom State, editors questioned the moral justification of the government’s decision on the 40 percent IGR deduction, particularly amid the challenges posed by the removal of fuel subsidies. The Minister of Finance and Coordinating Minister, Wale Edu, was unable to provide substantive justification, raising concerns among the editors.
In a surprising turn of events on Friday, Tinubu acknowledged that the policy implementation was poorly timed, stating, “The 40 percent IGR automatic deduction policy stands cancelled. This is not the best time for such a policy since our universities are struggling.”
