During a two-day post-inauguration retreat for members of the House Committee on Defence, Abbas stressed the necessity for a collective approach to effectively tackle the complex security issues facing the nation.

A statement by Mr. Musa Krishi, the Senior Special Adviser on Media and Publicity to the Speaker, conveyed Abbas’s call for a comprehensive strategy to national security, highlighting the imperative to bolster the capacity of the Armed Forces and other security agencies.

Abbas affirmed that the 10th House of Representatives would persist in supporting security agencies by ensuring adequate funding, provision of modern equipment, training, and improved welfare packages for security personnel.

Signed by SGF George Akume, the directive comes as a response to persistent non-compliance with existing travel guidelines, despite several previous circulars issued to promote fiscal discipline, accountability, and better coordination. Under the new rules:

  • Travel Documentation: The Ministry of Foreign Affairs is mandated to make valid OSGF approval a strict prerequisite for issuing Notes Verbales, diplomatic facilitation, and processing official travel applications. Foreign missions and embassies in Nigeria will also be informed to require OSGF approval for official, diplomatic, or service visas.

  • Financial Accountability: Accounting officers, permanent secretaries, and heads of federal institutions are barred from approving or processing public funds for any unauthorized foreign travels. Furthermore, the Office of the Auditor-General for the Federation will audit all official foreign trips undertaken at public expense to verify compliance.

  • Scope: The directive takes immediate effect and applies across the board to top government functionaries, including cabinet members, service chiefs, the Central Bank Governor, and heads of extra-ministerial departments, commissions, and parastatals.
