Umar Ibrahim, the Village Head of Dan Gulam in Gwaram Local Government Area of Jigawa State, stands accused of committing the serious offenses of rape, impregnation, and transmission of HIV to a girl.
This revelation came to light through an official letter dated October 16, 2023, addressed to the Secretary of the Dutse Emirate Council by Kabiru Abdullah, a Senior State Counsel at the Jigawa State Ministry of Justice. The letter is titled “Notification of the arraignment of Umar Ibrahim (Village Head of Dan Gulam) on charges of rape, as per Section 3 (1) (A and D) of the Violence Against Persons Prohibition (VAPP) Law 2021.

In the correspondence, Kabiru Abdullah explains, “I have been instructed by the Attorney General of Jigawa State to write and inform Your Highness that a complaint of rape and HIV transmission was submitted to the Office of the Attorney General by one Ya’u Muhammad. In this complaint, Mr. Muhammad alleged that Umar Ibrahim, the Village Head of Dan Gulam, engaged in unlawful sexual intercourse with his daughter, leading to her pregnancy and the transmission of HIV.”
The letter goes on to detail that following the receipt of this complaint, all concerned parties were summoned, and during discussions with the Attorney General, Umar Ibrahim disclosed that he had filed a defamation case against the girl, her father, and one Sule Umar from Dan Gulam village at the Upper Shari’a Court in Gwaram.
Furthermore, the letter clarifies that the Attorney General ordered the case at the Upper Sharia Court in Gwaram to be transferred to the CID in Dutse for a thorough investigation. Subsequently, after the CID’s inquiry, the case file was forwarded to the Ministry of Justice for legal guidance, which identified a prima facie case of criminal conspiracy and rape against Umar Ibrahim. Notably, the fact that Umar Ibrahim held the position of Village Head of Dan Gulam in Gwaram Local Government Area added a concerning dimension to the situation.
In light of these developments and Umar Ibrahim’s impending arraignment in court, the Attorney General directed the drafting of this letter to notify the village head of the case’s status and prompt the necessary actions.
Despite appeals and government involvement via the Attorney General’s office, there has been reported pressure on the emirate to hush up the matter. The girl’s family has called upon civil society organizations and non-governmental bodies to intervene, both to safeguard the girl’s well-being and to ensure that justice is served.
The accused Village Head denies the allegations, asserting that he is not responsible for the girl’s pregnancy. He does acknowledge being HIV positive for the past decade, as he contracted the virus when marrying an infected widow. Umar Ibrahim argues that these allegations have been fabricated in response to his HIV status and his marital history, but he vehemently maintains his innocence.
