Civil Society Organizations (CSOs) in Nigeria have established measures to detect and expose electoral fraud ahead of the November 11 governorship elections in Kogi, Imo, and Bayelsa States. They are relying on the commitment they received from the Independent Electoral Commission (INEC) regarding the upload of election results on the Result Viewing Portal (IReV). The CSOs have devised plans, including providing guidance to Nigerians on accessing the results portal to verify the transparency of the elections.

They plan to deploy Process and Results Verification (PRV) devices capable of detecting fraud, as seen in previous elections. Additionally, they intend to deploy thousands of election observers in the states and establish a situation room in Abuja to monitor the voting, collation, and result uploading processes in Kogi, Imo, and Bayelsa States.

The CSOs had a meeting with INEC chairman, Prof Mahmood Yakubu, where INEC assured that the Bimodal Voter Accreditation System (BVAS) for voter authentication and result upload had been tested successfully. The CSOs will closely monitor the result uploading process and encourage Nigerians to access the results portal to witness the transparency of the elections themselves.

Key CSOs involved include Yiaga Africa, Transparency International (TI), Civil Society Legislative Advocacy Centre (CISLAC), and Transition Monitoring Group (TMG). They plan to deploy over 600 observers, use PRV devices, and establish a data center in Abuja to ensure transparency. They have also expressed concerns about the alleged procurement of all hotel rooms in Owerri, Imo State, which could restrict observer access and have called for investigations into this matter.

The CSOs question the need for an additional ₦18 billion allocation to INEC for the off-cycle elections and emphasize the importance of technology in the electoral process. The Supreme Court’s ruling on the use of technology in elections is seen as a setback, and the CSOs urge INEC to improve its use of technology to enhance credibility.

The CSOs also lament the lack of civic education by political parties and plan to deploy observers across all local government areas of the three states to ensure free, fair, transparent, and credible elections. They call on citizens to participate actively and responsibly in the electoral process, ensuring a fair and democratic outcome.
