On Wednesday, October 11, political parties urged Imo state residents to collect their uncollected Permanent Voters Cards (PVC) and utilize them to bring about change in the upcoming Imo gubernatorial election on November 11. This call came in response to a report by the Independent National Electoral Commission (INEC) stating that there were 134,000 uncollected PVCs in the state.
Salvator Amadi, the state publicity secretary of Action Alliance (AA), expressed that INEC’s practices, including extortion for the release of PVCs, have deterred voters from collecting their cards. He emphasized the need for extensive media sensitization to encourage PVC collection.
Lancelot Obiaku, the state director of new media for the Peoples Democratic Party (PDP), attributed the low PVC collection to voters’ dissatisfaction with the electoral process due to perceived injustice and malpractice in previous elections. He claimed that as a party, they are not concerned, as they expect to win the gubernatorial election.
Michael Anyanwu, the 2023 deputy director of media and publicity for the Young Progressives Party (YPP), highlighted factors such as apathy and a lack of trust in the electoral process contributing to low PVC collection. He urged INEC to ensure credible and transparent elections and establish a feedback channel for reporting issues related to PVC collection.
Chilos Godsent, the national vice chairman of the southeast for the African Democratic Congress (ADC), stated that the electorate lacks confidence in INEC’s ability to conduct a credible and transparent election. The ADC called on INEC to engage in multi-stakeholder town hall meetings in all 27 local government areas to sensitize voters about the importance of active participation in elections.
The Resident Electoral Commissioner, Sylvia Agu, urged Imolites to collect their PVCs from their respective INEC local government offices and designated collection centers, emphasizing the need for active participation in the election.

The apex court’s seven-member panel had previously restored Sections 77(5), 77(7), and 84(2) of the Electoral Act, reversing an earlier invalidation by the Court of Appeal. Reacting to the verdict, Adeyanju emphasized that under Section 287(1) of the 1999 Constitution (as amended), INEC is legally bound to enforce decisions made by the Supreme Court without delay.
To give full effect to the judgment, Adeyanju urged the electoral body to immediately update its official portal by removing the names of candidates from political parties impacted by the ruling. He maintained that the commission must execute all necessary administrative steps promptly to ensure its official records accurately reflect the Supreme Court’s directives.

The directive was made public by the State Commissioner of Police, Wilfred Afolabi, while briefing journalists in Umuahia following the state’s monthly Security Council meeting chaired by the governor. Flanked by the Special Adviser to the Governor on Security, Navy Commander MacDonald Ubah (rtd.), the Commissioner noted that Governor Otti explicitly instructed security agencies to ensure a level playing field and grant express approval to any political party requesting venues for campaigns.
Commander Ubah praised the governor as a true democrat practicing politics without bitterness, explaining that parties are free to utilize stadiums and public facilities upon paying the standard fees. He emphasized that with this open access, mischief-makers will have no excuses, warning that anyone attempting to disrupt public peace or perpetrate mayhem will face the full wrath of the law.
