The Minister of Works, Senator David Umahi, has issued a ban on the use of laterite as a base material in road construction. Instead, he directed that contractors should utilize lumps, sharp sand, and stone as the base before the laying of concrete or asphalt pavement.

This directive was given by the Minister during the inauguration of a committee overseeing the reconstruction of the Benin-Warri dual carriageway and the dualization of the East-West Road, Port Harcourt – Onne Port junction road in River State.

The Minister highlighted the limited load-bearing capacity of laterite and its susceptibility to erosion and weathering, especially in areas with heavy rainfall. These factors can lead to the degradation of road surfaces over time, posing maintenance challenges and reducing the longevity of roads.

He emphasized the need for roads to be constructed with materials that offer greater durability and resistance to weather-related damage. The Minister directed the newly formed Road Taskforce Team to ensure continuous maintenance of all roads under construction until project completion.

The committee’s responsibilities include closely monitoring contractors, ensuring compliance with the use of alternative base materials, and enforcing maintenance practices. The Minister stressed the importance of sustainability and integrity in road construction.

Senator David Umahi emphasized that road infrastructure is vital for the country’s development, including commerce, education, security, and power. He stated that the Ministry is committed to improving road infrastructure and upholding the government’s agenda.

Additionally, the Minister mandated that there should be no variation (VOP) in contract terms and warned against frequent requests for contract sum increments due to fluctuating bitumen prices. He also noted that mobilization funds would only be released to contractors who have mobilized 50% of their equipment and personnel to the construction site.

The Ministry will adhere to the allocated budget for ongoing projects, and contractors must respect the rights of citizens while executing their contracts.
