In a significant development in the long-standing case related to the fatal drive-by shooting of rapper Tupac Shakur in Las Vegas in 1996, one of the last living witnesses has been charged with murder with the use of a deadly weapon. Prosecutors announced in court that Duane “Keffe D” Davis had been indicted by a Nevada grand jury in connection with the murder. Chief Deputy District Attorney Marc DiGiacomo revealed that the grand jury had been investigating the matter for “several months” and characterized Davis as the “on-the-ground, on-site commander” who had “ordered Shakur’s death.”

These charges were made public shortly after Davis, aged 60, was apprehended during a morning walk near his residence.

Davis has been a known figure to investigators and has previously admitted in interviews and his 2019 memoir, “Compton Street Legend,” that he was in the Cadillac from which the gunfire was unleashed during the September 1996 drive-by shooting.

Shakur was 25 years old when he was killed.

A raid was conducted by Las Vegas police in mid-July at a Henderson home associated with Davis. The search warrant indicated that the police were looking for items related to the “murder of Tupac Shakur.” During the raid, they seized multiple computers, a cellphone, a hard drive, a Vibe magazine featuring Shakur, .40-caliber bullets, two containers with photographs, and a copy of Davis’ memoir.

Clark County District Judge Jerry Wiese denied bail for Davis. District Attorney Steve Wolfson commented briefly after the hearing, stating, “It has often been said that justice delayed is justice denied. In this case, justice has been delayed, but justice won’t be denied.”

It is unclear if Davis has legal representation at this time, and he has not responded to multiple attempts by The Associated Press to seek comment or an interview in the more than two months since the house raid.

Shakur was traveling in a BMW driven by Death Row Records founder Marion “Suge” Knight, part of a convoy of approximately 10 cars. While waiting at a red light, a white Cadillac pulled up alongside them, and gunfire erupted. Shakur sustained multiple gunshot wounds and passed away a week later at the age of 25.

At the time of his death, Shakur’s fourth solo album, “All Eyez on Me,” was still on the charts, with roughly 5 million copies sold. Nominated for six Grammy Awards, Shakur is widely regarded as one of the most influential and versatile rappers in history.

In his memoir, Davis disclosed that he was seated in the front passenger seat of the Cadillac and had moved the firearm used in the killing to the backseat, from where he claimed the shots were fired. He also implicated his nephew, Orlando “Baby Lane” Anderson, as one of two individuals in the backseat. Anderson, a known adversary of Shakur, had been involved in a casino altercation with the rapper shortly before the shooting. After the casino altercation, Davis purportedly devised a plan to seek revenge on behalf of his nephew against Knight and Shakur.
