Controversial Announcement at Energy Marketplace
Last Friday, at the 8th Edition of the Africa Energy Marketplace in Abuja, Adelabu announced the suspension of state governments’ electricity regulatory oversight, contradicting the 2023 Electricity Act. He later clarified at a Nigerian Electricity Regulatory Commission (NERC) workshop in Lagos that the federal government would adhere to the Act, which grants regulatory autonomy to states.
Decentralization of Nigeria’s Power Sector
In April, NERC had already transferred electricity market oversight to Enugu, Ekiti, and Ondo states, marking the beginning of the power sector’s decentralization, allowing states to control the generation, transmission, and distribution value chain. This structural change follows the disappointing outcomes of the 2013 privatization, with the Minister’s inconsistent statements further complicating the sector’s progress.
Public Backlash Over Comments
Adelabu’s controversial comments have not helped his reputation. In April, he blamed Nigeria’s power issues on citizens overusing electricity by turning on their freezers, sparking public outrage. Although he later apologized, his statement compounded frustration amid a 240-hour electricity price hike. Additionally, at a Senate Committee on Power meeting, Adelabu threatened blackouts if the price hike was not implemented, further offending Nigerians dealing with unreliable power supply.
Calls for Adelabu’s Dismissal
Given Nigeria’s stagnant power generation, ranging from 3000 to 5000 megawatts since pre-privatization, calls for Adelabu’s dismissal have intensified. Critics argue that his leadership has exacerbated the sector’s challenges.
Defense of Adelabu’s Performance
However, Bolaji Tunji, Adelabu’s Special Adviser on Strategic Communications and Media Relations, defended the Minister’s performance, claiming improvements in the country’s electricity supply from 4000 to 5000 megawatts. Tunji denied any significant stakeholder discontent with Adelabu.
Expert Opinions on Policy Consistency
Wumi Iledare, Professor Emeritus and Executive Director of the Emmanuel Egbogah Foundation, emphasized that inconsistent policies are hindering national development. He advocated for decentralizing power sector governance, as outlined in the 2023 Electricity Act and the PIA 2021.
Calls for Accountability
Eze Onyekpere, Lead Director of the Centre for Social Justice, and Ewetumo A A, a retired Power Holding Company of Nigeria (PHCN) staff member, have both called for Adelabu’s removal, citing his poor performance and lack of capacity to manage the power sector effectively.
Precedent of Ministerial Dismissal
Adelabu’s potential dismissal would follow the precedent set by former President Muhammadu Buhari, who removed Maman Saleh as Power Minister in September 2021.
The African Democratic Congress (ADC) has criticized the simultaneous absence of President Bola Tinubu and Vice President Kashim Shettima from Nigeria, calling it a dangerous violation of the Nigerian Constitution. “President Tinubu cannot be vacationing in Paris while President Macron is in New York representing France and expect Nigerians to accept that it is okay for their President to continue to hang around in a country after the host has left to attend to more important things,” the party stated.
The ADC has formally challenged the Presidency and the National Assembly to clarify who is currently exercising executive powers and under what constitutional provision.
