The Office of the Accountant-General of the Federation (OAGF) has confirmed that the Presidential Foreign Intervention Promotion Council (PFIPC) does not possess an operational account with the Central Bank of Nigeria (CBN). According to Bawa Mokwa, the OAGF’s Director of Public Relations, the situation regarding the PFIPC is as follows:

Account Status: Although an application was submitted to open a CBN account, the process remains incomplete because the necessary documentation was never provided.

Authorization: Opening an account with the CBN requires explicit authorization from the Accountant-General, which necessitates the submission of authorized signatories—a step that was not fulfilled by Adeniyi Adeyemi.

Financial Disbursals: Because the account is not operational, no funds have been transferred to it, and the AGF has not released any money to the council.

Staffing: The OAGF reports no knowledge of any employees hired by the agency. Mokwa clarified that for any agency to place staff on the government payroll, it must first secure approvals from the Federal Civil Service Commission, the Budget Office, and the Federal Character Commission, which has not occurred in this case.
Despite these clarifications, the 2026 Appropriation Act lists the Presidential Economic Advisory Council/Presidential Foreign Intervention Promotion Council under the Presidency with a budget allocation totaling ₦1.302 billion, which includes funding for capital projects, overhead, and personnel. Nevertheless, the OAGF maintains that no funds have been released to the council.
